This proverb draws a parallel between the deceptive nature of Meskerem (the first month of the Ethiopian calendar, often associated with the end of the rainy season and the promise of good times) and the inherent cruelty or stubbornness of a barbarian's heart. It means that just as Meskerem's weather can be unpredictable, a cruel person's heart is inherently hard and unyielding.
