This proverb implies that loyalty often has limits, or that one's understanding of authority extends only to their immediate superior. A dog is loyal to its owner, but it doesn't recognize the owner's superior. It can also mean that lower-ranking individuals might not understand the bigger picture or higher authorities.

ይህ ምሳሌ ታማኝነት ብዙውን ጊዜ ገደብ እንዳለው ወይም የአንድ ሰው የስልጣን ግንዛቤ ለቅርብ የበላይ አካል ብቻ እንደሆነ ያመለክታል። ውሻ ለባለቤቱ ታማኝ ነው, ነገር ግን የባለቤቱን የበላይ አይያውቅም። ዝቅተኛ ደረጃ ያላቸው ሰዎች ትልቁን ምስል ወይም ከፍተኛ ባለስልጣናትን ላይረዱ ይችላሉ ማለት ሊሆን ይችላል።
