"Thirst from cloud water" means that even if a cloud is seen, thirst for water might develop until it rains, implying appearance might not be reality. A mother's wrongdoing, on the other hand, is often hidden or overlooked due to the supreme nature of a mother's love. It shows that some things are not easily seen or understood.
