This proverb suggests that sometimes a negative action or punishment directed at someone can inadvertently provoke them, provide them with a reason to react, or even give them a perverse kind of satisfaction. Kicking a dog might instigate an aggressive response, which in a twisted sense, is 'giving it what it wants' (a reason to act).
