ይህ ብሂል የሚያመለክተው አንድ ማህበረሰብ፣ ድርጅት ወይም ስርአት ደካማ ከሆነ፣ ጥንካሬው የሌለው ከሆነ ወይም ጠንካራ አመራር ከሌለው ማንኛውም ሰው ወይም ሃይል በቀላሉ ሊቆጣጠረውና ሊያበላሸው እንደሚችል ነው። አህያ እዚህ ላይ የድካምን፣ የአቅም ማጣትን ወይም የማይገባውን ነገር ምልክት ሆኖ ያገለግላል። ጠንካራ አመራርና ጥበቃ የሌለው ነገር ለቀላል ጥቃትና ብዝበዛ የተጋለጠ መሆኑን ያሳያል።
