Meaning

This proverb signifies that when people are unable or afraid to confront a powerful or dangerous adversary (the hyena), they tend to harm the weaker and less threatening one (the donkey) instead. It illustrates how people target the vulnerable when they cannot address the real source of a problem or fear confronting the powerful.
