This proverb indicates that when a person fails to directly obtain what they primarily desire, they attempt to achieve their goal by starting with something related or tangential to the main issue. It shows that if someone desires the mother but cannot directly approach her, they might try to initiate a relationship or get closer by kissing the daughter.
