Meaning

This proverb is a strong warning about dealing with quarrelsome and troublesome individuals. It implies that such people are so disruptive that they should be suppressed entirely ('bury them deep'). If they are allowed to gain power or influence ('if they rise'), the problems and chaos they will cause will be immense and difficult to manage. It's a caution against empowering contentious people.
