Meaning

This proverb juxtaposes two seemingly unrelated events to illustrate unexpected and sometimes negative consequences. "When a matter escapes" means when a secret is revealed or an event gets out of control. "When a head is shaven" can refer to punishment, humiliation, or loss of dignity (e.g., it was a form of punishment in ancient times). The proverb suggests that if something goes wrong or out of control, the consequences can be severe.
